What changed for Employment Pass from 1 June 2026?

From 1 June 2026, all new and renewal EP applications follow the Revised Expatriate Salary Policy. Salary is based on basic salary only (allowances are not counted):
Category I: RM20,000 and above, up to 10 years
Category II: RM10,000 – RM19,999, up to 10 years, with a succession plan
Category III: RM5,000 – RM9,999 (RM7,000 – RM9,999 for manufacturing & MRS companies), up to 5 years, with a succession plan

The maximum period is counted per employer, and each pass can be approved for up to 5 years at a time. Category III holders with passes issued from 1 June 2026 can bring dependants. Existing passes stay valid until they expire, but renewals must meet the new salary levels.

Can my spouse work in Malaysia on a Dependant Pass?

From 1 January 2027, spouses of Category I Employment Pass holders who hold a Dependant Pass will be allowed to work in Malaysia, subject to conditions the Immigration Department has yet to publish. This was announced in Budget 2027 on 9 October 2026.

It does not cover Category II or III. Those spouses, and Category I spouses before 1 January 2027, need their own Employment Pass through a Malaysian employer to work.

Which platform do I use to apply for an Employment Pass?

It depends on your company:
Most companies: the ESD online portal (Immigration Department)
IT & tech companies with Malaysia Digital (MD) status: the MDEC eXpats system, submitted through Xpats Gateway. IT companies without MD status apply through ESD.
Companies in Iskandar Malaysia, Johor: IRDA's XPATNOVA system. The supporting letter is obtained through Xpats Gateway first, then the EP application continues on XPATNOVA.

Do trading companies need a WRT licence to hire expatriates?

Usually, yes. A foreign-owned company in wholesale, retail or trading generally needs a WRT (Wholesale, Retail & Trade) licence from KPDN before applying for an Employment Pass. The usual minimum paid-up capital for a foreign-owned trading company is RM1 million. Contact us to check whether your company needs a WRT licence before you submit your EP.

Who is Eligible to Apply for Malaysia Employment Pass?

Typically, applicants need relevant qualifications (such as a bachelor's degree), a certain number of years of work experience, and their applications must be submitted by an employer registered with the Malaysian Foreign Talent Service (ESD).

What documents are required for Employment Pass application?
